Outlook 2000 - "Customize Outlook Today..." no longer works

Environment is Outlook 2000 ("Internet Mail Only" option) on Windows XP.

I have lost the ability to customize the Outlook Today page. When I click
on "Customize Outlook Today ..." there is no response. It is like the
"handler" for the button click has become unlinked from the button.

Has anybody else experienced this problem / determined a resolution?

Several of my clients also experience this problem. The only commonality
between our machines is that I'm the tech support person and - based on
this - I'm looking at the technique I use to backup / restore Outlook if I
ever do a clean disk reinstall (of the operating system). Basically, I just
preserve/restore the ".PST" files in the user's

C:\Documents and Settings\<user>\Local Settings\Application
Data\Microsoft\Outlook

directory. There is another file in that directory called extend.dat - I
don't preserve that one when I do a reinstall - is that part of the problem?
Anybody know what this file's purpose is?
