Outlook 2000 default e-mail template

We've just started using Windows 2000 at work, with Office 2000. On our
intranet all e-mails have to have [Unclassified Mail] in the subject line. I
would like to add this to the default mail template so that it is entered
automatically. Does anyone know if this can be done, and if so how?
