Outlook 2000 downloads large messages even though I request otherw

I have a strange problem. I have two computers, each running Windows XP
(unfortunately, at different patch levels, but neither with SP2), both with
Outlook 2000 with SP3. On both systems, I have requested that messages
larger than a certain size not be downloaded from my ISP (Earthlink). On my
home system, that request is honored just fine. On my laptop, used for
e-mail when travelling, that request is not honored, and large messages are
downloaded. Any ideas?
