outlook 2000 email inbox cut's off attachment

when I send pix message to my email it is received in the Inbox with the
attachment missing and text blank

Hello Jeff,

What client software did you send it from? Are you sure you sent it as an
HTML message?

I sent it from my cell phone; my carrier is Verizon. The file extension they
use is .bin (which for what ever reason Windows can't open). I used to send
these pix to my email through Outlook just fine when I ran Windows 2000 but
now that I have XP it's all changed since I reinstalled Office 2000. ????
