Outlook 2000 & Exchange 2003 inbox issue

I am running Exchange 2003
I have a user that is using Outlook 2000 - (Call them USER A)
They have complained that they are not receiving emails

User C send User A email on Thursday
User A does not receive users C's email till Friday
User A also complains not only did User C's email come in late, at another
time (Not same day, user B's emails have been not showing up for a long period

Anyone seen this?

Without knowing the email environment is is impossible to say anything about
this.
Where are these users located?
Are they all on the same domain?
Are they all using the same version of Outlook?
Do they all make an Outlook connection?
What happens to other mail?

All users are on the same domain www.ourdomain.com
Some users are using Outlook 2000
Some are using Outlook 2003
All users make connection via lan
All other email seems to work okay

Could it be that User A was in Classic Offline Mode?
Did the message show up earlier in OWA?
Just curious; why do you still have users running Outlook 2000 in an
Exchange 2003 environment?

Offline mode was not enabled
Dunno about OWA as the user told me about it AFTER They received it

$$$$ licensing

You're saying you're running Exchange 2003 Server without CALs?
Read the license agreement; an Exchange 2003 Server CAL allows you to use
Outlook 2003 ;-)
