Outlook 2000: How to stop outlook sending responses to read requests

I'm running outlook 2000 (under win98) on an office network with
mictrosoft exchange server.
Even though in the Tracking Options page I've set it to 'Never send a
response', it still always sends a response to a read receipt request.
How do I stop it doing this?
