Outlook 2000 link to missing export

I am getting 2 error messages when trying to access
Outlook 2000:
(1)The OUTLLIB.DLL file is linked to missing export
MS09.DLL:939 and
(2)C:\Program Files\Microsoft Office\Office\Outlook.exe A
Device Attached To The System is Not Functioning.
I plead ignorance and need HELP!! I tried going to the
download center and did the update scan hoping to find
whatever I am missing. The first download was Office 2000
Service Pack 3 which seemed to download OK, but then I got
an installation failure message. The rest of the updates
require Service Pack 3 be installed before they can be
downloaded. Now what to do?
I TRULY WOULD APPRECIATE ANY HELP/SUGGESTIONS!
