Outlook 2000 Offline Mode

My outlook 2000 client is stuck in offline mode. When I open Outlook, new
e-mail does not appear until I synchronize. I can send and receive e-mail
but need to manually press Send/Recv. The global address list is not
available.

I am running Windows 2000 and office 9.0.0.6627

Does anyone know how to get Outlook to come back online? I have tried
re-creating the profile, rebooting (obviously) and tested to make sure I can
ping the exchange server.
