outlook 2000 or later not installed

I get the following error when I try to install the Project add-in for Outlook.

"outlook 2000 or later not installed. Project Web Access cannot work with
Outlook untill Outlook 2000 or later is installed on your computer "

I'm already running Outlook 2003 so I don't know what it's problem is. I
noticed that I have an earlier installation of the Project add-in for outlook
which was not working at all so I followed the procedure from the link bellow
to completely remove the add-in but I still get the same error when I try to
install the add-in.

I'm not sure what to tyr next.
