Outlook 2000 problems

I am having several problems with Outlook 2000, but they all come back to
the same error message.
The problems:
1. Will not send a message
2. Will not access addresses
3. Will not save a draft message

All attempts to send, use the address book, or to save a message draft,
recieve the same error message, "The procedure entry point StrTokEx could
not be located in the dynamic link library Msoert2.dll".

Email is recieved without any problems. The Contacts are working ok. Office
an Win 2000 are updated to the current patch levels. Any help will be
greatly appreciated.
