Outlook 2000 Rules - "reply to" using template not pulling from he

I have set up a form page on a website that emails me through Frontpage
Server Extensions with information. One of the fields is an email address in
a field called "email address". I have successfully added that field the
reply to: in the header so when I receive the email and hit reply it puts in
the address that was added in the form on the website.

However, I have set up a rule that looks for the subject "New Member" and
"replies using a specific template" and I have set up that template which
works fine, but when it automatically replies it sends it to the email that I
have set up on the frontpage server extensions, not the email that was placed
in the header as "reply-to" which it pulled from the form (again, it works
fine if I manually pull up the email and hit reply)

Any suggestions?

Rewrite the web form so that the From: is the email address? AFAIK, Outlook
has had a bug all along where the 'Reply using this template' rule action
doesn't follow proper mail client functionality and replies to the From address
and not the Reply To address. I am pretty sure it wasn't fixed in 2k7.

I'd also call MS and file a bug complaining about broken functionality.

Unfortunately when I go to the form properties/options/email results I can
only add a "subject" and the "reply-to" line. There is an advanced button but
it only has hidden fields and I am not sure what to do with that?

If it is something built in to Front Page, I'd go ask over in one of those
groups for a workaround, unless you think you can get MS to fix a bug that's
been there for at least 8 years now.

Well, I guess another alternative is to write your own action for a rule
that will actually work properly, using the Reply-To address rather than
the From address.
