outlook 2000 secure email access

How do I set up secured email access with 1 and 2 or more
users on a pc? We run Win98se or Win95 client side and
have used Outlook Express identities to do this in the
past.

We have a NT4sp6a file server. We do not use exhange. We
use a proprietary stand alone email server.
