Outlook 2000 - Send on behalf with out the "on behalf of text".

In outlook 2000 once a user1 is set up as a delegate how can we send a
message so that when received it just looks like it is from user2 not "From:
<user1> on behalf of <user2>"?

Is this possible and if so how?

The Exchange administrator must grant user1 Send As permission on user2's mailbox.
