Outlook 2000 sends mail but will not receive mail

I'd appreciate some ideas on why I can get outlook to
send but not receive mail.

I use OE with my NTL broadband account and NTL won't
support people trying to set up Outlook. However, I know
it works as a friend has done it for himself. I've
ensured that I have the same data in both mail programs
for connecting but whilst I can send and receive in
Express I can only send in Outlook. Clearly I'm doing
something wrong but can't figure it out. Any ideas would
be gratefully received,
