outlook 2000 shared contacts

on a workgroup (no exchange) shared contacts and net folders work fine, a
new PC has been added to the group, with outlook 2003 and it doesn't seem to
have the same features, a quick browse for help gave me the impression its
now only available with an exchange connection. So do i have to install
outlook 2000 on this PC?
an invite to join an existing shared contact list comes in but there is no
choice to accept, and I changed the outlook install to have all options
installed.

can anyone verify this or better still tell me I'm wrong, and give me
directions on how to correct the issue/

Net Folders has not been supported since Outlook 2000. It was never reliable
even then.

Cool thats what i needed to know.
Next question, what can they use instead? should i roll back the current
2003 outlook, or use a 3rd party app.that supports outlook 98/2000/xp & 2003

They have a win2k server with AD but are just receiving emails via pop. they
have trend AV installed and just want to have a common address book that
anyone can update dynamically for all.

No good options without Exchange server. For information on ways to share
