Outlook 2000 signature

I want configure a mandatory signature for each user in my enterprise.

We use Exchange 2000 on Windows 2000 AD.

My user doesn't connect in a domain.

can I modify some registry key ? Or can I configure a script to do that ?

Can you help me ?
