Outlook 2000 sp3. I open a new message, cant save as .oft file

I have downloaded the insturctions to either file-save as- or
tools-forms-publish as but neither procedure offers the choice to save as an
oft. The file type is not even listed in the safe as dropdown box. In the
new message the forms option is not listed under tools

Before you create the item you want to use as a form template, you need to turn off Word as your email editor in Tools | Options | Mail Format.
