outlook 2000 sync offline folder problem with Cisco VPN Client

We meet outlook 2000 sync offline folder problem with Cisco VPN Client

When the user sync the office folder with Cisco VPN 4.04D, the speed is slow
and we can see error message from the sync log:

6:50:28 Synchronizing Folder 'Outbox'
6:51:06 Error synchronizing folder
6:51:06 [80040115-514-0-540]
6:51:06 Network problems are preventing connection to the Microsoft Exchange
Server computer.
6:51:06 Microsoft Exchange Server Information Store
6:51:06 For more information on this failure, click the URL below:

Other application such as file share and intranet access is normal.

But when we switch disconnect Cisco VPN and connect with Microsoft VPN (
to a Microsoft VPN Server), the sync will be smooth and no error message in
sync log

The user's network connection is

User's notebook(Windows XP, Outlook 2000)
Netgear ADSL Router
1M ADSL
Cisco VPN Concentrator 3020
Exchange 2000.

The ping response time from the user's notebook to VPN Concentrator is below
50 ms.
Packet lost < 5%

Any idea or suggestion about this problem?

Outlook expects every packet to be received. When it is not, the connection
fails and Outlook hurls.

I would either contact Cisco to see about resolving the connectivity problem
or revert to using the Microsoft VPN client.

Thanks for your quick response.

As you said, outlook expects every packet to be received, but I am sure
there must have packet lost thought ADSL sometimes. So I guess outlook (or
windows) must have a timeout threshold for network connection, when it did
not receive the packet in the threshold, it thinks the network is
disconnected. Am I right? If there is a timeout value for outlook or
windows, whether it can be adjustable?

We also contact with Cisco for this problem and they test these functions to
prove the vpn connection is active when we do the outlook offline folder sync.

1. From the user's notebook ping exchange server is always active
2. File copy is successful from one file server to the user’s notebook
through vpn..

Revert back to Microsoft VPN is good but we can’t do that since this problem
only happened to one of our user.

Could you do me a favor to give me some clue what’s next step I should to do?
