Outlook 2000 & Web Archive Attachments

We are saving a webpages as a Web Archive, single file
(*.mht). We attach the file to an email and send it.
When we open the mail in Outlook 2000/Outlook 2002 it is
opening like another attached mail message. Shows just the
ATT000XX*.* files that the archive contains.

Does anyone know what the deal is? Outlook Express opens
the attachments just fine into internet explorer. I can
double click on the saved file that I originally created
and it comes up in internet explorer.

All service packs are applied. We have an SBS 4.5 Server
with exchange 5.5 that we attach to with outlook.
Computer OS has no affect. Same problems with win2000,
winnt, winxp, win98
