Outlook 2000 - Will not "exit" when running O/L behind a locked sc

Question: How can I get Outlook to "close" or exit, using ALT-F4, File/Exit,
or ...? when running Outlook from behind a the ALT-CTRL-DEL - WINDOWS
SECURITY - [LOCK COMPUTER] screen.

How this is being done: 1st [LOCK COMPUTER] then I have a batch reporting
job (using MS Scheduler) that calls Outlook, attaches a file, sends the file
attachement, and is supposed to close down Outlook so that there are no
multiple instances of Outlook opened when the screen is unlocked.

It's reproducable: When ever you have the screen "locked" Outlook will not
close down, using File/Exit or ALT-F4.

It's also reproducable: When you do not have the screen "locked" Outlook
WILL close down every time using File/Exit or ALT-F4.

Environment: Win XP Professional 2002 SP 2
Office Version: MS Office 2000
Outlook Updates: All KB updates installed from MS Outlook 2000 Tech Page
Event Viewer: Show no conflicts or authorization or permission issues when
the "no close" event occurs happens behind the locked screen.

Are there any technical restrictions that would prevent Outlook from exiting
behind a "locked screen"?

Every morning when I check the Outlook send batch operation behind the
"locked screen" (our report server) there are 5 Outlook instances in the task
bar - even though the ALT-F4 or File/Exit commands were passed to the
individual jobs to close Outlook down.

Very strange - I've tested this over and over and it's very reproducable.
Please let me know your thoughts on this. Thank you.
