Outlook 2000 with new Junk e-mail Reporter installed

I have downloaded and installed the new Junk e-mail Reporter.
When I try to send a junk e-mail as directed I get the following error
message:

X An error occurred while attempting to send your junk e-mail submission.
Check your connection settings and try again.
If the problem persists, contact your system administrator.

I'm not sure what or how to check my connection settings to try again, and I'm
hoping that you can help me, as I would like to participate in this program.

I am using:
Windows XP Home Edition Service Pack 2 (build 2600)

Yhat is only for Outlook 2003 and 2007 as reported in the System
Requirements. Outlook 2000 doesn't contain a native Junk E-mail Filter.
