Outlook 2000 wont add appointments to calendar

When I get a meeting notice in my e-mail, I can not accept
or deline.

I select accept or decline.
I select "send response now"
I click on OK
Then the window closes and the e-mail before it opens up.
and the meeting notice is still in my Inbox
