Outlook 2000 Won't Automatically Get Email

I recently switched to XP Home and reinstalled Outlook
2000. When I connect to my ISP and open Outlook I
expected it to retrieve all of my email from the server
upon opening, but this is not the case. I have the hit
F5 (Send/Receive) to get my email. How do I configure
Outlook to automatically get my email upon startup?

Also, if someone sends me an email once I'm in Outlook, I
get a mail delivery error 0x800ccc17... which is a "User
Canceled" action, but I didn't cancel anything. This
happens everytime Outlook checks for mail and finds
something on the server.
