Outlook 2000 won't open...

I'm running Office 2000 on XP. When I try to open OL, it crashes. I have
tried the repair operation, and mid-process I get this error message: Unable
to access config. for MSFT personal web server.

I'm on an internet connection (dsl) and not an exchange server.

Any suggestions.
