When I send an Email to some locations, but not to others, when they receive
the email it has an attachment with the name winn dll.dat. the file has zero
bytes.

I have up to date virus protection and it does not report any problems.

Can anyone help?

Make sure that you send in HTML or plain text format, not rich-text.
