outlook 2002 and Japanese

I have English versions of Windows XP and Office XP on my
PC. Can I create emails with subject lines in Japanese?
Can I create Contacts with names in Japanese?

I can write Japanese text in the message body, but when I
move to the subject line, it does not let me select the
Japanese option from the language bar. In addition, I
cannot write names in Japanese in Contacts or Address
Book.

Can anyone help me out? Thanks.
