Outlook 2002 and Works Suite 2004 incompatibility

Help! When we install outlook 2002 on a machine, then try installing Works
Suite 2004, we get the error "another version of this product is already
installed. Installation of this version cannot continue. To configure or
remove the existing version of this product, use Add/Remove Programs on the
Control Panel."

This is a freshly built Windows 98 machine. No previous versions of Office,
Outlook, Works or Windows are on it.

We also tried installing Works Suite first, then Outlook. We get the same
error. Any ideas?
