Outlook 2002 - Change Default for All Day Event in Calendar

When I am using the Calendar and I select an ALL DAY EVENT the defaul
selection in the SHOW TIME AS box is FREE. Even though I am showing the
entire day as busy the Calendar accepts that selection as being free. Can
this default be changed?
