Outlook 2002 Does not Load and now desperate

Continually get error message "MS Outlook has encountered
a problem and needs to close"

Tried re-installing 3 times, outcmd.dat is not on my
computer and the /Safe run does not load.

Desperate for advice

John,

I had a similar problem. Try to launch Outlook from
Internet Explorer (Mail from the tool bar). It fixed mine.
