Outlook 2002 Empty Deleted Folders

I am currently running Outlook 2002 on Windows XP. I have my preferences set
up to empty my Deleted Items folder upon closing the app. However, if I have
been working in Outlook all day; ie opening other user's folders, writing
mail, etc., and close Outlook at the end of the day, I am not prompted to
empty my Deleted Items folder. I have to open Outlook a second time and close
the app. again in order to be prompted.

Any thoughts?
