Outlook 2002 Error: 0x8000CCC35

When I start Outlook, I get the following error:
Task 'Hotmail - Sending' reported error
(0x8000CCC35) : 'The server cannot process the
request.The server responded 'Method Not Allowed'.
OS is Win XP Pro. Outlook version is: 10.4712.2625. I've
downloaded all service packs. Just prior to this, all my
mail sent via Hotmail never arrived to any of my intended
recipients. Please reply to my email address.
