I am running OL2002 on 98se and get the errors outlined in
the following HOTFIX article.
1) the article talks about office xp which I don't have
and talks about getting the hotfix from MS. How??

827349 OL2002: You Receive Error Messages 0x8004210A,
0x800CCC0B, and 0x8004210B When You Send and Receive E-
Mail with a POP3 E-Mail Account
Hotfix Information
A supported hotfix is now available from Microsoft, but it
is only intended to correct the problem that is described
in this article. Only apply it to systems that are
experiencing this specific problem. This hotfix may
receive additional testing. Therefore, if you are not
severely affected by this problem, Microsoft recommends
that you wait for the next Microsoft Office XP service
pack that contains this hotfix.
To resolve this problem immediately, contact Microsoft
