Outlook 2002 Network Password Verification problem

Network Password Verification box arises frequently; interferes with
send/receive frequently; shuts down Outlook & Server connection. If HTML
reason, then how to send format that sends photos within body if using Rich
Text or Plain Text. How to use HTML, photos enclosed in body, without Network
Password Verification interference? Thank you.
