Outlook 2002 on win 98 does not work

I run win 98 om my desktop. I bought a PDA which needs
outlook 2002 to synchronise with. After installing 2002
outlook does not start. When I start it from the desktop I
get an error "Microsoft Outlook is not installed for the
current user. Please run setup to install the application".
When I do this I get the same result...it wont start. Who
can help???
