Outlook 2002 Opens Slowely

I am currently running Office XP on 4 Citrix Metaframe servers. Users are
using Outlook 2002 to access an Exchange 2003 server.
When a user initially opens Outlook, it takes approximately 15 seconds to
connect and start. After Outlook is initially opened, it can be closed, and
will then open almost instantaneously for the reminder of the users session.
Upon logging off and back on to the Metaframe server, Outlook once again
takes 15 seconds to initially open. The behavior is identical on all 4
servers.
