Outlook 2002 problems when not an administrator

I'm running XP professional SP2, I recently installed Outlook 2002 and
updated it to SP3. Everything runs fine while all my user accounts are set
to "Supervisor" but if I change any of the accounts to "Limited" then I start
to have problems. When I open Outlook from a "Limited" account a small
window opens titled "Windows Installer" the statment in the window reads
"Prepairing to install". Then a second small window opens titled "Microsoft
Outlook 2002" the statement in this window reads "Please wait while windows
configures microsoft outlook 2002". These two windows open alternately
several times then a 3rd window opens titled "Microsoft Outlook", the
statement in this 3rd small window reads " 'C:\Documents and
Settings\USER\Application Data\Microsoft\AddIns\outlvba.dll' is not a valid
Office add-in". Unlike the first two boxes this box stays open and I have to
click OK to close it, then the first two boxes start going through the whole
process again.

I tried Outlook Help\Detect and Repair this didn't change anything.

I looked in Outlook Tools\Options\Other\Advanced Options, I clicked on the
"Add-In Manager" button and de-selected all add-ins, I also clicked the "Com
Add-Ins" button. When I clicked on this button the 3rd small window opened
again!!!!!! I clicked "OK" to close it. I tried this several times and
everytime I clicked on the "Com Add-Ins" button the 3rd small window would
open. I changed the user account to Administrator and tried this process
again, this time the 3rd small window didn't open, just the window you would
expect to open from the "Coms Ad-Ins" button, but there was nothing in it,
and once again everything seemed to be working fine while I had Adimistrator
status. I presume this is some kind of permissions problem but I'm stumped
how to correct it.
