Outlook 2002 -- Public calendars, contacts

Only those individuals that have admin network rights are
able to enter and view "activities" for a contact.
Additionally, no one can enter information on the public
calendar unless they have admin rights.

Is there a way to allow network users to add calendar
information and enter and view activities if they are not
an admin equivalent?
