Outlook 2002 Rules Wizard

Recently the Rules Wizard quit working on my wife's
computer. It had been sending spam to the delete file
with no problems, but about two weeks ago, the messages
remain in the Inbox.

I have reloaded Outlook to no avail.

Does anyone have any words od wisdom?
