Outlook 2002 Send receive

Can not send or receive for OL 2002. IE works, other mail
program works. Run test message and it works? (state that
it does) as I can not send or receive. I have uninstalled
and reinstalled with the same results. I use OL with my
AudioVox,Verisons, Pocket PC. No problem with sync.

Another problem. Don't know if it is related or not. Can
not create a rule to a sub -sub folder. ( a folder below
Inbox) I can create the folder but not a rule. I get an
error stating check my 'folder permissions'.

OS =XP, with SP1 and all updates. 512k mem. 40g hard drive.
