Outlook 2002 won't launch without IE 4 but IE 6 installed

I have recently bought a PDA. I have installed Outlook 2002 from the CD. It
won't launch and says I need IE 4. I have IE 6 already.
I am running Windows XP home. I have tried uninstalling and re installing
the Outlook software.
Thanks in advance for suggestions.
