Outlook 2002/XP: where/how to configure dictionaries?

In my (admittedly old but otherwise working fine) Outlook 2002 the list
of available spelling languages shows several versions of English (US,
UK, Canada, Australia) as well as two French and a Spanish dictionary.
What I would like to have is ONE English dictionary (US) and a German
dictionary. How/where do I configure this? Under Tools => Options... =>
Spelling tab one can only select languages but not add/remove any. And
under Customize... I see no hint of spelling or dictionary or anything
related.

And where would I find (or get from) the probably missing German
dictionary?

Did you click Control Panel>Add or Remove Programs, select Microsoft Office
and click Change? Select the option to add or remove features, look for
"Office Shared Features" and "Proofing Tools" under that.
