All my contacts are in, over 1800, but when you go to
creat new mail, it does not lookup the email address. Can
anyone please help me figure this out

I just go to creat a new email, I start typing in the
address field who I want it to go to, and it does not
autocomplete, nor does it look it up in the
address/contact book. I have to type everyones email
address out to send an email.

Check Tools | Options | E-mail Options | Advanced E-mail Options to see
whether "automatic name checking" and "Suggest names" are turned on.

Also, choose Tools | Address Book, then Tools | Options to check which
contact lists are being used for name checking.
