outlook 2002

Hi

i have 2 sites connected by 64k line
one site is holding the exchange 2000 server
the user on the other site has no problam to receive mails
but every time that the user is clicking on the mail he
have to wait again for the mail like the first time
(i am using offline files but i have to sync and
disconnect the cable from the network)

is there any solution that the user will wait for the mail
just in the first time and if he click it again it will
appear from the cache or somthing like that
