553 To send mail, first check your mail with a valid POP
account; this prevents unauthorized SPAM relaying.
(#5.7.1)

What does this mean and how is it corrected? My emails
get bounced and not delivered. Thanks.

it's called 'pop before smtp' check for new mail, then send a message within
10 min or so. You can also try the option under tools, accounts, change...
More settings, outgoing server to use you pop username and password to log
on to the server. It works for me on one account but not another.
