Outlook 2003 account configuration fails under Windows XP 64-bit

Clean install of office 2003 and Windows XP 64-bit, all available updates
installed. When we try and setup accounts on outlook 2003 we get an error
after entering the account information while the "Configuring Outlook" dialog
box is up. The error
dialog states "Microsoft Office Outlook has encountered a problem and needs
to close. We are sorry for the inconvenience". After this outlook will try
and come up in safe mode and has the same problem. Have run through the
detect and repair with same failure.

If we removed 2GB (system has 4GB total) Outlook will configure and run
fine. Add back the 2GB and it fails.

Any help would be appreciated.
