Outlook 2003 Addin: PST Backup -- DISABLED?

I've noticed that occasionally the PST Backup option will not appear in the
"File" menu. After some troubleshooting I found a registry key that I think
is affecting the addin.

HKCU\Software\Microsoft\Office\11.0\Outlook\Addins\Microsoft.OutlookBackup.1

There is a key with a REG_DWORD Name of OutlookDisabled and a value of 1.
Does this have anything to do with the problem? And if so, why does this keep
happening?
