Outlook 2003 ADM / Blacklists

I see in the GPMC adm template for Outlook 2003 there is *some*
configuration you can do with Outlook's Junk mail folder/features. I
see there is a way to specify an external whitelist/blacklist.... is
this be used to have a single central repository for all clients to
look to for junk mail filtering? I want to make sure I am
understanding this correctly.

No, but you can set up a policy setting with a GPO to import the lists whenever Outlook 2003 starts. The source files for the import just need to be available to the user's system.
