Do you know if they intend on fixing this? We use the
public calendars exclusively for staff schedules. It is
causing me nothing but grief.

Microsoft does not generally reveal their plans for future versions in advance. You can send your ideas to (e-mail address removed).

FYI, there are many third-party tools for collating staff schedules from individuals' calendars that use their own interface for displaying the schedules. See http://www.slipstick.com/calendar/scheduleall.htm
