Outlook 2003 and Business Contact Manager

Hi,

I'm having a weird problem with Business Contact Manager (BCM), when I reboot
Outlook start automatically, but BCM is not there, if I start Outlook manually
then BCM is there

Why is it that if Outlook start from the Startup folder at boot BCM won't load,
but when it's been start manually BCM is loaded
