Outlook 2003 and Photo Editor

Hi,
I'm running Office 2003 with Office 2000's Photo Editor also installed.
When I click on certain e-mails (haven't figured out what they have in common
yet), Office 2000 tries to do an install. It's not on every e-mail. Any
ideas?
